You will struggle to take the politics out of a highways service but you can take the ideology out of it. That was a key insight that came from the latest Highways/Norse round table. The discussion provided a fascinating dissection of the current state of the market and service delivery. Hanging over the conversation was a sense that, faced with challenges on all sides, there is a risk of our industry becoming jaded and a need to emphasise, not just the progress made through more flexible delivery models, but the incredible value for money highways provides. 'It's been our experience, and it's reflected pretty well by everyone, that local authorities have now become much more pragmatic. It used to be simple: Conservatives outsourced everything, and Labour insourced, but that hasn't been the case for quite a long time. It's much more about the best way to do it. That sort of old-school, party political stuff has really disappeared,' said one attendee. |
