Having reviewed the situation in January, environment department Defra recommended that 'the government must act' to make SuDS mandatory for new developments in England. It argued for the implementation 'as written' of Schedule 3 of the Flood and Water Management Act 2010, which provides a framework for the approval and adoption of drainage systems under SuDS approving bodies (SABs) and national standards on their design, construction, operation, and maintenance. A public consultation was promised by the secretary of state later this year 'to shape the new approach, with implementation expected during 2024'. This consultation has not arrived and although a Defra spokesperson told Highways that the plan has not changed, the timetable is looking fraught with risk. Richard Harman, partner and head of engineering at Berrys, suggests the sector needs 'at least six months of lead-in time' to prepare for a new system, not least because of a skills gap. |
