Kier Highways and SNC-Lavalin have made the final shortlist for Birmingham City Council's restructured £2.7bm highways concession. The two firms are working on interim submissions and draft bids that will be used to inform ongoing dialogue with Birmingham Highways, which holds the Private Finance Initiative (PFI) concession. Natasha Rouse, chief executive officer of Birmingham Highways Limited (BHL), said: 'We are excited to progress to the next stage in the procurement process with two experienced, knowledgeable and competent contractors. We are confident that the collaborative approach to procurement, embedded in the competitive dialogue process, will lead to an optimal and sustainable solution.' The two bidders will submit formal bids in January 2023 and the new contract is due to be awarded in April 2023. The deal had to be restructured after the council fell out with the original concession holder, Amey, which had been awarded the job in 2010. A lengthy dispute ended in March 2020, when Amey agreed to pay the council £215m to extricate itself from the deal. Kier took over the council's maintenance on an interim basis while BHL, the special purpose PFI vehicle owned by Equitix and PIP Infrastructure Investments, began the process of re-procuring the last 12 years of the contract to June 2035. |
