摘要: This year could be seen as a sometimes contradictory, sometimes counterintuitive tale of caution and innovation. The highways sector has been hit by two major pressures, financial and environmental. While they are different in nature, they result in a similar outcome: the uphill struggle for new road building and major projects has become even steeper. In some areas schemes were delayed, as in the £9bn Lower Thames Crossing, which has been pushed back two years, most likely for financial and planning reasons. In some cases, as in Wales, they have been dropped or shelved indefinitely as the devolved nation set a higher environmental bar for new road projects to overcome - proving insurmountable for many. At the local level the financial pressures saw a record local maintenance backlog reported in the ALARM survey this year - increasing by 11% to £14bn. Given the painful inflation and the pressures on councils from other services, you might well say it is quite an impressive achievement to limit the increase to so little. Tragically, councils announcing financial destitution became a feature, not a bug, this year.
