The importance of the road network is widely recognised by the public and politicians, as is the part it will play in the country's economic recovery; but over many years, severe budgetary constraints have bitten hard into the maintenance element of this vital service. And when extra funding does come along, after a decade of cuts and in the face of a skills crisis, scaling up services locked in through private sector contracts can also be a significant challenge. At the same time, the expectations of road users are increasing. This has been highlighted by the recent surge in adverse publicity surrounding potholes, with clear and vocal dissatisfaction from drivers. Councils are also having to ensure that adequate resources are in place for routine road maintenance, including the latest major challenge we are undertaking - winter gritting. Delivering this range of services -sometimes at very short notice - requires appropriate resources and a high degree of flexibility, In practical terms, this means having the ability to switch resources as demand changes. As an example, we have only to think of the impact that the flash flooding seen over the early part of summer had on roadside drainage and the rapid response that was needed. |
