The need for robust, sustainable and fit-for-purpose emergency arrangements across civil society has never been greater. A key stressor is climate change and the manner in which highway authorities and the associated supply chain prepare for, and respond to, a broad range of climate-related incidents. The Civil Contingencies Act 2004 commits local authorities as primary responders to several duties to prepare for, respond to and recover from a broad range of emergencies that may affect their citizens. These duties also extend to the requirement for all critical local authority functions to be resilient through the implementation of good business continuity practice and to account for the specific needs of individuals and communities who already are, or may become, vulnerable as a result of an emergency. |
