With the European Union's move last year to implement the world's first major carbon border tax - the CBAM - it seems the UK might be poised to introduce a similar concept. So how might that affect the UK highways sector? Although there is currently no commitment to introducing any specific measures, the UK Government has expressed its intention to consult on the introduction of a UK CBAM, modelled after the EU's own carbon tax that is due to roll out in October 2023. The UK Government is collaborating with its G7 and G20 partners to gain a common insight into why a CBAM may be needed as well, as a way to advance the country's decarbonisation plans. Following the recent Net Zero Review report presented to the Government, it was stressed that the Government needs to tackle 'carbon leakage'. This is where, in order to avoid compliance with the relevant emissions legislation - such as the UK Emissions Trading Scheme (UK ETS) or the EU equivalent - production of high carbon materials or resources used for construction is relocated to another country outside of the UK where there are less stringent environmental and emissions policies and those materials are then imported into the UK for use on construction or other infrastructure projects. |
