Although the Government essentially keeps re-announcing investment in walking and cycling in England, it does mean that we gradually get a little more detail. It was good to note the confirmation a couple of months back of around £30m being targeted towards building capability and capacity, including investment in people who can engage communities. Scotland is also going through a similar process though its Active Travel Transformation Project which is also looking at a better delivery model for the country as it gears up to invest £320m by 2024-25. Capability and capacity are recurring themes in the world of walking, wheeling and cycling scheme delivery because even though investment in the area is growing, we need people to actually get things designed and built. The pandemic showed in part what we can do when we put our minds to it, but such intense and often stressful delivery models are not sustainable and we need to find ways of upskilling the workforce at every stage while other work is undertaken, as well as growing the workforce itself. Growth is also a problem where funding awards are stop-start and local authorities, consultants and contractors lack confidence in the pipeline to make strategic decisions. |
