This year promises to be a big one in our sector as we nail down RIS 3 and expect the results of the review of the National Policy Statement for National Networks, the delayed national road safety framework and the (equally) delayed revamp of Manual for Streets. Adding to all this was the news in January of possible updates to the code of practice - Well-managed Highway Infrastructure. If you think things move slowly in Whitehall sometimes, let me just say that I know some people who still refer to this as 'the new code', even though it was published in 2016 and, worryingly, Highways reported just last year concerns from insurers that some councils had still not approved in full new highways management plans arising from this 'new' code. |
