One particular discussion point centred on the responsibilities of an external transport manager, in document 3. The relevant passage reads: "An external transport manager may be hired in to fulfil the role of transport manager under a contract which specifies the tasks he or she will perform as the transport manager... An external transport manager can only work for a maximum of four operators (not licences) with sole responsibility for a combined total fleet of 50 authorised vehicles." |
