A meeting of the Liverpool City Region Combined Authority in early March was expected to confirm the region's plans to press ahead with franchising. In a report where most of the financial figures were excluded from public viewing, there was nonetheless an emphasis placed on the level of risk that could be faced by the authority. This included the assumption of revenue risk. At present, revenue on the tendered network is around £2m per annum, but this would rise to over £100m for a franchised network. Also quantified were fleet acquisition costs at £85m, followed by annual renewal costs of £18m. Although there was an expectation of government grant funding to help with this, the report states that it could be repaid from bus revenues. Depots would cost a further £56m. |
