摘要: As a condition for obligating HSIP funds, Section 148(c)(1)(D) of 23 USC requires States to prepare an annual report that describes not less than 5 percent of their public road locations exhibiting the most severe safety needs (commonly referred to as the 5 Percent Report). The Code requires that these reports also include an assessment of potential remedies at the locations identified, the estimated costs of the remedies, and impediments to their implementation other than costs. It is the Cabinets intent that this effort will increase public awareness of the highway safety needs and challenges in our Commonwealth. Kentucky's 5 Percent Report, as required, is targeted to achieve a significant reduction in fatality and incapacitating injury collisions on roads in Kentucky. The following discussion outlines the methodology used to generate the 5 Percent Report. Roadway departure crashes were selected as the type of crash that would be analyzed to develop the 5 PercentReport. Kentucky's CRASH database was queried using BuildUp to determine one-mile segments with roadway departure crashes, based on directional analysis codes and event codes that describe the types of crashes. For the period 2006 through 2010, there were 14,597 one-mile segments identified with roadway departure crashes, as defined by the directional analysis codes and event codes. Following is a listing of those codes and their descriptions used for the identification of roadway departure crashes.
