The Welsh Government's aim to introduce bus franchising in all areas of Wales risks giving the public unrealistic expectations, organisations have warned in their responses to the consultation on the proposals. There are also concerns about the future of independent bus operators, including the surviving municipals. Several respondents say it is vital that the Welsh bus network is allocated funding which is ring-fenced and sustainable over the long term. Cardiff Council said it could not comment on the affordability of the franchising proposals until a clear funding proposal is available. Bus Users UK said it was important to manage passengers' expectations, following experience when the Wales and Borders rail franchise was procured from 2016 to 2018. "It would be a mistake to over-promise and under-deliver on the level of services that could be provided. Plans should be affordable but this, in turn, could restrict what can be provided for passengers and not meet their needs and aspirations, resulting in less modal shift." |
