Analysis by the Confederation of Passenger Transport (CPT) estimates that bids from local transport authorities (LTAs) considerably exceed the £1.2bn that the Department for Transport has dedicated to Bus Service Improvement Plans (BSIPs). CPT has examined figures contained in 40 BSIPs, representing a little over half of all those submitted, and says the bids, which are for three years' worth of funding, total £7.2bn, six times the amount of money available. LTAs were encouraged by DfT to 'draw up ambitious Bus Service Improvement Plans' incorporating extensive bus priority schemes together with more frequent services charging cheaper fares. Many have embraced this, requesting large sums for capital spending on buses and infrastructure, as well as unprecedented amounts of revenue support, to implement the lower fares and extended services that it was indicated that they should bid for. |
