摘要: This report addresses primary safety and siting issues associated with the installation of cryogenic liquid and high-pressure gaseous hydrogen systems in proximity to a laboratory facility, commercial facilities, a shopping mall, and public thoroughfares. The U.S. Environmental Protection Agency (EPA) National Vehicle and Fuel Emissions Laboratory (NVFEL), located in Ann Arbor, Michigan, tests experimental and state-of-the-art vehicles for emissions and fuel economy. Preparations for a program to evaluate a hydrogen-powered medium-duty delivery truck and other hydrogen-powered vehicles necessitate the construction of a vehicle-fueling facility able to dispense up to 40 kg of hydrogen per day. The bulk of the hydrogen (1500 gal) is to be stored in a conventional pressurized cryogenic tank designed to American Society of Mechanical Engineers standards. Thehydrogen vehicle fuel is to be dispensed as a gas at ambient temperatures into 5000-psi vehicle fuel tanks. This facility must coexist safely with existing hazardous materials and operations at NVFEL, and must not pose unacceptable hazards to nearby commercial concerns.
