Our countdown of BSIP winners this month broadly covers from £26m down to £11m, and is dominated by unitary councils - those that are responsible for all functions in their area - and some sizeable rural counties. However, almost six months after the winners were announced, there is still little certainty about when funding will be released. We now know that the DfT is pushing Local Transport Authorities (LTAs) very hard to spend their BSIP cash on bus priority measures and lower fares, and every LTA is having to submit revised spending intentions to the DfT, in the hope of getting approval to receive its award. As a result, some of the more fluffy measures promised in BSIPs are unlikely to see the light of day, and even well thought out spending that doesn't meet the DfT's criteria is going to be difficult to get approved. |
