The primary function of temporary trafficcontrol is to provide for the safe and efficient movement of vehicles, bicyclists, and pedestrians (including persons with disabilities in accordance with the Americans with Disabilities Act) through or around temporary traffic control zones while reasonably protecting workers and equipment. A concurrent objective of the temporary traffic control is the efficient construction and maintenance of the highway. Part 6 of the Manual of Uniform Traffic Control Devices (MUTCD) is the national standard for all traffic control devices used during construction, maintenance, and utility activities plus incident management. This handbook summarizes some guidelines listed in the 2003 MUTCD. It is directed to municipalities, utilities, and contractors providing maintenance or construction on a public roadway. It contains basic principles, a description of the standard traffic control devices used in work areas, guidelines for the application of the devices, and typical application diagrams. Also, information concerning proper flagging is presented. This handbook gives the basic principles and provides examples for the design, application, installation, and maintenance of the various types of traffic control devices used in temporary traffic control or for incident management. This information is intended to provide the principles of proper work zone traffic control, but is not a standard. Part 6 of the MUTCD contains the standards for work zone traffic control. |
