摘要: After some years of discussion, it now looks as if a congestion programme will indeed go ahead in New York City in the US. This is an eventuality of key significance given the car-centric nature of US urban mobility. The legislators in Brooklyn are asking the US Federal Highway Administration (FHWA) to give approval for the plan to introduce congestion charging in the city. The Metropolitan Transportation Authority's Manhattan congestion pricing plan could see the drivers of cars and trucks being charged up to US$23/day to drive in the city's central business district (CBD), to the south of 60th Street. Much of the revenue raised by the congestion pricing scheme would then be directed towards the city's transit network, providing a much-needed boost to its available funding. Estimates suggest that up to $1 billion/year could be generated by the congestion charging scheme. The Metropolitan Transportation Authority (MTA) has been short of funds to carry out necessary improvement works to much of its network for some time.
