The Florida Keys National Wildlife Refuges Complex is a chain of four National Wildlife Refuges (NWRs) in Monroe County, Florida. This plan focuses on the National Key Deer Refuge (NKDR). The NKDR encompasses a series of islands within the Lower Keys that include No Name Key, Big Pine Key, Little Torch Key, Ramrod Key, Summerland Key, Cudjoe Key, and Sugarloaf Key. It is the primary habitat for numerous federally endangered or threatened species including the Lower Keys Marsh Rabbit, the Silver Rice Rat, and the widely recognized Key Deer. The Refuges approved acquisition boundary encompasses over 84,000 acres of lands and waters with nearly 9,200 acres of land owned or managed by the US Fish and Wildlife Service (USFWS). The purpose of this report is to evaluate the environmental impacts of the preliminary candidate alternatives. The Preliminary Candidate Alternatives Report (March 2011) proposed five preliminary candidate alternatives and 14 additional recommendations at the National Key Deer Refuge. This report describes the five preliminary candidate alternatives plus the additional recommendations in more detail. |
