| 摘要： | On February 11, 1997 EPA published a Notice of Proposed Rulemaking (NPRM) which put forth proposed emission standards and test procedures for new locomotives and new locomotive engines. In that notice the Agency proposed emission standards applicable to all new production and much of the existing locomotive fleet beginning in 2000. In addition to the emission standards and test procedures, the NPRM also contained a proposed compliance program with provisions for certification and production line and in-use testing. Finally, EPA proposed provisions preempting state and local authority form imposing certain requirements relating to the control of emissions from locomotives. EPA held a public hearing on the NPRM in Romulus, Michigan on May 15, 1997. At that hearing oral comments on the NPRM were received and recorded. A written comment period remained open following the hearing until June 16, 1997. A complete list of organizations and individuals which provided comments on the NPRM is contained in the following table. Common abbreviations for the organization names are also listed. This summary and analysis of comments document contains a detailed summary of all comments EPA received on the NPRM as well as the Agency's analysis of each comment and response. |
