摘要: The HSIP program utilizes a database capable of comparing roadway data and characteristics, traffic volumes, and crash data to compile a more comprehensive approach to determining our most hazardous locations. The list was developed through consideration of crash patterns and crash rates along with consideration of fatalities and severe crashes. At present, South Carolina does not have the capability of locating crashes on all public roadways; however, through partnership with the South Carolina Department of Public Safety, we are now beginning to capture the crash data electronically on all public roads through the use of a GIS based system. In addition, SCOOT has recently initiated a project that will improve the state's roadway inventory field through development of a unified location-coding scheme for the state's local roadways. SCOOT will also develop software that will allow for the input of this additional data into the Roadway data file. Once software is complete, local agencies will then be requested to provide SCOOT with the necessary data to import into the master file. This data will then be included in map software currently furnished to SCOPS for use by law enforcement when locating collision scenes.
