摘要: On May 7, 2010, the Environmental Protection Agency (EPA) published a final regulation that laid out the first-ever national greenhouse gas (GHG) emissions standards under the Clean Air Act. The standards in this first regulation, which apply to light-duty vehicles, light-duty trucks, and medium-duty passenger vehicles, cover the 2012 through 2016 model years. Subsequently, on October 15, 2012, EPA published regulations that will require auto manufacturers to achieve additional GHG emissions reductions in the 2017 through 2025 model years. These rules were established jointly with the National Highway Traffic Safety Administration (NHTSA), which established parallel standards for Corporate Average Fuel Economy (CAFE). Collectively the EPA GHG standards and NHTSA CAFE standards are known as the National Program. EPA's GHG program, which will now progressively lower the average new vehicle GHG emissions in each model year from 2012 through 2025, includes a number of flexibilities designed to provide sufficient lead time for manufacturers to make technological improvements and to reduce the overall cost of the program, without compromising overall environmental objectives.
