A key measure of motor vehicle traffic is vehicle miles traveled. No similar metric exists for bicycling and walking. Consistent with objectives identified in Washington State Department of Transportation (WSDOT)'s 2014-2017 Strategic Plan and the State of Washington Bicycle Facilities and Pedestrian Walkways Plan, this project is a step toward establishing a performance metric by which statewide progress with respect to bicycling and walking can be evaluated. The work of creating a statewide bicycle miles traveled (BMT) and pedestrian miles traveled (PMT) estimation method is being conducted in three phases. This report summarizes the first and second phases of the work: recommendations on how to improve WSDOT's Bicycle and Pedestrian Documentation Project and an outline of how BMT and PMT could be estimated. |
