Previous research funded by Florida Department of Transportation (FDOT) developed a method for estimating travel time reliability for arterials. This method was not initially implemented or validated using field data. This project evaluated and refined these initially developed models using field data, and implemented them on the arterial portion of the Strategic Intermodal System (SIS). The research team first implemented and evaluated the previously developed travel time estimation models using data from four selected arterials in Jacksonville, Florida. Field travel time data for the four selected arterials was collected through a BlueTOAD database. The comparison between the model estimated travel time and field data showed that the original models greatly overestimated arterial travel times. Thus, a new set of models was developed using CORSIM, and it was concluded that the newly developed models provided travel times that are closer to the field data for the four arterials studied in this project. Using these revised models, a 2011 statewide arterial reliability database was developed to obtain reliability performance measures for all arterials in the SIS. The results were aggregated by county and provided in this report. Travel time reliability results are also provided for SIS arterials in the vicinity of major ports and airports in Florida. |
