| 摘要： | When the differential between the price at which an object can be bought in one place and sold in another is greater than the cost of moving the object between the places, then the object will be moved. This is the law of markets known as an arbitrage. The ocean connects all ports and harbors subject only to the restrictions of draft and navigation. The market is the master, while the ocean is the medium. As decarbonization progresses, there is a lot of focus on engineering and technology. No less important, however, are the social structures and organizations that will deliver change. The foremost will be the market. The social structures and organizations post-Second World War have changed little, notwithstanding huge change in the economic balance of power, demography, and global means of communication. This leaves the market in primacy of position as there are no fora or legislative structures with global reach that can impose rules, or settlements. Treaty negotiations are slow and have no immediate teeth. |
