摘要：	Port Congestion is one the major of numerous ports around the world.This issue hinders efficient trade facilitation and economic development.However as a result of the expansion,ships are greater in size and volume which turns out to be all the more testing to numerous ports around the world.A port contributes a lot to the monetary development of a nation.Nonetheless,there are variables of port congestion which are delay in administration conveyance since there is no enough taking care of supplies for holders,mass freight and port activity exercises including vessel tasks and yard tasks quit moving,these incorporate arrangement of port improvement council,procurement of extra taking care of internal environment and factors from the external environment This article proposes a quantified framework which incorporates fuzzy linguistic preference connection to evaluate the effect of port congestion on port performance. 　　The incorporation fuzzy of fuzzy linguistic preference connection in the quantified framework dodges the challenges as far as data assortment and consistency of judgment matrices winning in the regular AHP and Fuzzy Swot.Also the study gives pertinent confirmations about the key internal and external factors considered as significant and hence the characteristics that port congestion most need to upgrade so as to improve their engaging quality and be very much situated in the market.
