| 摘要： | Airport sponsors and airport managers are often called upon to weigh the costs and benefits of capital investment decisions. Alternatives considered may be different designs of a single improvement or alternative projects. For example, one set of alternatives could include deciding among runway extensions of varying lengths of the same runway, as well as new runways of varied configurations. Often these projects are also packaged with different mixes of complementary investments, which could range from land acquisition to new or improved aprons. Decisions such as these regularly involve prioritizing resources among different types of investments, such as evaluating trade-offs between a runway extension and improved passenger access from parking lots to a terminal. These decisions become even more complicated if state or regional agencies are deliberating over investment decisions across multiple airports. |
