摘要：	The Minnesota state government shutdown that occurred at the beginning of FY2012 substantially affected our program by stopping work on all contracts, terminating contracting capabilities through master agreements and instituting new auditing requirements. These circumstances led to project delays, additional time required to initiate new contracts and complications in our financial accounting, and their effects were felt well beyond the actual shutdown duration. An additional FY2012 challenge was the adoption of a new accounting system, which required a major report writing, quality assurance and training effort. More than 400 MnDOT staff retired prior to the shutdown, leaving big holes in technical areas and requiring us to establish new relationships and procedures. In addition, Research Services faced the ongoing challenge of effectively communicating with our customers to ensure that the research we undertake reflects the most critical needs of Minnesota stakeholders. We were able to successfully meet these challenges with updated systems and workflows that make Research Services run more smoothly and transparently. The library was awarded the American Library Associations 2012 John Cotton Dana Library Public Relations Award for its excellent service. MnDOT research resulted in awards such as the Center for Transportation Studies (CTS) Research Partnership Award for Report 2011-04, Advanced LE D Warning Signs for Rural Intersections Powered by Renewable Energy. We launched an effort to enhance Research Services marketing strategy and capabilities that included conducting stakeholder interviews, surveys and focus groups to optimize our products and services to customers. We also increased production of Transportation Research Syntheses, which offer a quick-turnaround, low-paperwork option for fulfilling knowledge needs of MnDOT and local agency staff.
