摘要: In preparing its FFY 2013 Highway Safety Strategic Plan (HSSP), the Governors Traffic Safety Committee (GTSC) continued to use a data-driven approach in identifying problems and setting priorities for the states highway safety program. New Yorks performance-based planning process is inclusive and takes into account issues and strategies identified by the GTSC member agencies, other state and local agencies, enforcement agencies and not-for-profit organizations that have submitted applications for funding. The 10 core outcome measures and the one core behavioral measure, observed seat belt use, recommended by the National Highway Traffic Safety Administration (NHTSA) and the Governors Highway Safety Association (GHSA), were incorporated into the FFY 2013 HSSP. Because 2010 data are the most recent available from FARS, separate analyses of preliminary 2011 data from New Yorks Accident Information System (AIS) were conducted for key outcome fatality measures and incorporated into the appropriate sections of the HSSP. FARS and AIS data are not strictly comparable due to definitional differences. Since the number of serious injuries and the states seat belt use rate are provided from state data sources, these measures were able to be updated. A goal was set for each of the measures with a target date of December 31, 2013.
