The Puerto Rico Traffic Safety Commission (PRTSC) is responsible for the administration of the federally-funded State and Community Highway Safety Program and coordination of highway safety activities. The Executive Committee includes representatives of the following agencies: Department of Transportation and Public Works (DOT); Puerto Rico Department of Health (PRDH); Puerto Rico Police Department (PRPD); Puerto Rico Department of Education (PRDE); Puerto Rico Department of Justice (PRDJ); Courts Administration (CA); Automobile Accident Compensation Administration (AACA); Mental Health and Anti-Addiction Services Administration (MHAASA); Public Service Commission (PSC); Representative of the Public Interest; and Youth Representative. By law, the Executive Committee is presided by the Governor of Puerto Rico whom has designated the Secretary the DOT as his Representative. The Executive Director is responsible for the administration of the agency and its staff. Among the responsibilities of the PRTSC are to: identify traffic safety problems, develop strategies and solutions to attend those problems, prepare an annual work plan, administer state and federal funds assigned to traffic safety, develop PI&E campaigns, monitor progress in the implementation of programs. There are about 3.8 million citizens distributed over 78 municipalities, it is about 1,000 people per square mile, a ratio higher than within any of the 50 States in the United States; it also ranks among the world's highest. In addition, of the total population, approximately 3.03 million are less than 55 years of age. This shows that Puerto Rico's population is relative young. Therefore, tendency is to live and active social life. Population size, age factor, topography, climate and the vast number of vehicles compared to the Island population generates reckless behaviors that transcends to public roads.
