摘要：	This Rhode Island Highway Safety Performance Plan (HSPP) for Federal Fiscal Year (FFY) 2013 serves as the State of Rhode Islands application to the National Highway Traffic Safety Administration (NHTSA) for Federal funds available under Section 402 State and Community Highway Safety grant program and the Section 405 National Priority Safety Program of Moving Ahead of Progress in the 21st Century (MAP-21). The Rhode Island Department of Transportation (RIDOT) Office on Highway Safetys (OHS) goals, performance measures, and strategies related to the program areas are described in this plan. To identify the issues to be addressed in the FFY 2013 highway safety program, OHS relied primarily on 2006 to 2010 trend data. Whenever possible, 2011 data points are included, however all 2011 data provided in this report are preliminary and subject to change. It is critical to understand how Rhode Island differs from the nation when assessing safety needs and potential programming. In Rhode Island, the population and annual number of fatalities are relatively low compared to the nation. As such, one fatality can significantly affect the percentage. Interpretation of increases and decreases in percentages, particularly from one year to the next, are carefully examined. Whenever possible, raw numbers, percentages, and rates for fatality and serious injury (defined for the purposes of this plan as incapacitating injuries) data are presented. In 2007, Rhode Island changed the definition of serious injury to incapacitating injury. The change in definition resulted in the sharp difference in the number of reported injuries between 2006 and 2007.
