Langston University has developed a collaboration of minority truckers for the Oklahoma Department of Transportation (ODOT) Regulatory Services Division. Although minority firms are successfully completing the Disadvantaged Business Enterprise (DBE) Certification program, there is a great concern that not enough are being reached with ODOTs contracting program. The DBE firms have real challenges securing actual contracts with ODOT. The ODOT Regulatory Services Division has an efficient certification program, however, they cannot require the large prime contractors to utilize small minority subcontractors when it is not cost effective. There is no program currently designed to meet and or eliminate these challenges. This proposed research will focus on assisting the DBE Certification program as it specifically impacts minority truckers. It will evaluate and develop design processes and training, while eliminating constructional challenges DBE firms face. This research project will reveal, if by pooling resources, DBE Truckers can achieve an effective economic scale by operating together more efficiently at a lower cost than they could individually. This will eventually make their bids more attractive to prime contractors. |
