This guide begins by describing the problem of drug-impaired driving and reviewing factors that increase its risks and negative outcomes. It then identifies a series of questions to help you analyze your local drug-impaired driving problem. Finally, it reviews a number of responses to the problem and summarizes what is known about these responses from evaluative research and police practice. Drug-impaired driving demands police, legislative, and community attention because of the harms it may cause. Many of the problems associated with drug-impaired driving are similar to those associated with drunk driving. However, recent evidence suggests that the prevalence of drug-impaired driving may be equal to, or perhaps higher than, that of drunk driving. And although the general trend of driving under the influence of alcohol has been declining in recent years in many countries--thanks, in large part, to broader and persistent attention to this problem--drug-impaired driving specifically linked to traffic fatalities appears to be rising. To date, however, a historical focus on drunk driving has somewhat limited law enforcement and policy attention on drug-impaired driving. |
