摘要: Florida is experiencing rapid growth and development. This applies not only to urban areas, but to rural areas as well. This growth is now resulting in congestion on facilities that previously did not have any. One area that is becoming a concern, particularly in Florida, is rural areas transitioning into a more developed area. Access to these areas is usually by two-lane highways, but within these areas, there may be an occasional traffic signal, and possibly segments of multilane highway as well. The Highway Capacity Manual (HCM) contains an analysis procedure for basic two-lane highway segments that serves as the de facto standard in the U.S. However, this procedure does not provide for the capability of performing an integrated analysis of an extended length of two-lane highway that also contains occasional signalized intersections. Some transportation professionals have indicated that a facility-based evaluation methodology for two-lane highways would be much more useful to them than the separate and somewhat disparate two-lane highway segment and signalized intersection analysis methodologies. The Highway Capacity and Quality of Service (HCQS) committee has officially acknowledged that the current procedure is not appropriate for analyzing low-speed, two-lane highways in developed areas, and also cannot account for the presence of a traffic signal.
