摘要: As part of the Highway Safety Improvement Program (HSIP), states are required to submit an annual report to the Federal Highway Administration (FHWA) describing at least 5 percent of highway locations exhibiting the most pressing safety needs. This FIVE PERCENT Report will help Illinois to gain an understanding of the nature and extent of safety problems, to provide guidance on where safety investments are needed, and to provide a basis for tracking the progress toward improving safety in the state. High priority locations have been identified in Illinois on the state and U.S. highway system, including freeways, urban and rural 2-lane and multilane facilities, and intersections. The FIVE PERCENT selected locations included in the 2012 FIVE PERCENT Report were derived from safety performance functions (SPF). The SPFs were used to calculate the potential for safety improvement (PSI), which was ranked from lowest to highest. Typically, the locations with the highest PSI values were selected as FIVE PERCENT locations. High priority counties were identified based on local crashes, along with high-risk behaviors like speeding, alcohol-involved collisions, and severe crashes where drivers or passengers were unrestrained. These analyses help to identify the most cost-effective countermeasures by addressing needs in a multi-prong approach as laid out in the Illinois Strategic Highway Safety Plan (ISHSP). The Illinois Department of Transportation (IDOT) districts, Illinois State Police, and local agencies use the FIVE PERCENT Report in conjunction with fatal and A-injury crash analysis as a basis for HSIP project submittals, operational safety improvements, to target enforcement areas, and to develop or enhance education programs.
