摘要: The Moving Ahead for Progress in the 21st Century Act (MAP-21) establishes a performanceand outcome-based transportation program for safety, infrastructure condition, congestion reduction, system reliability, freight movement, environment sustainability, and reduced project delivery delays. MAP-21 identifies safety as a national goal area, with strong emphasis on data programs and data systems for collecting, analyzing, and managing safety data. For example, state highway agencies are to submit a geospatially enabled roadway network or base map for all public roads which will result in the All Roads Network of Linear referenced Data (ARNOLD). States also should collect the Model Inventory of Roadway Elements (MIRE) fundamental data elements (FDE) on all public roads as soon as possible. Implementing data governance and data business planning can improve the overall agency’s data programs and help meet the MAP-21 requirements by ? Documenting the data processes and goals; ? Aligning data programs with the national and agency strategic goals; and ? Developing a long-range structure for data programs.
