摘要: The Jones Act refers to Section 27 of the Merchant Marine Act of 1920 [46 U.S.C. 55102; 19 CFR 4.80, 4.80(a) and 4.80(b)] which limits domestic maritime commerce to United States (U.S.) registered, owned, built, and crewed vessels. Maintaining a domestically controlled merchant marine is essential to both the nations economic prosperity and defense interests. The Jones Act remains a contemporary and controversial economic issue with direct linkage to U.S. national defense objectives. The following independent analysis will provide evidence supporting the Jones Act as the best economic alternative and a critical component of U.S. national security because of its contribution towards domestic security, power projection, and leveraging of commercial partnership.
