Maritime Law-Liens. After a heavy lift vessel lifted decommissioned oil platform components out of the water and placed them onto barges, companies that towed the barges from the Gulf of Mexico to inland scrapyard for further dismantling did not provide "necessaries" to vessel by towing barges, within the meaning of the Commercial Instruments and Maritime Liens Act (CIMLA), and thus, maritime liens could not be asserted against the vessel; vessel's necessaries were goods or services that it used for particular function of lifting platform components and placing them on barges, but the vessel did not use barges because they were not equipment for the vessel and did not help the vessel's crane raise and lower platform.-Central Boat Rentals Inc. v.
