摘要: |
This study concerns the development of procedures for assessing a derailed tank car loaded with hazardous materials prior ta movement or the unloading of the tank car's lading. The technology needed to predict the level of safety consists of the following: (1) A system(s) to determine the probability of nature from a remote location for the purpose of deciding if it is safe for personnel to approach the tank car; (2) Assuming the tank car has been safety approached, then a contact system(s) is required to evaluate the damaged region for the purpose of determining the probability of rupture in the event the tank car is moved or unloaded, and (3) A real-time monitoring system(s) is required to detect a change in the condition of the tank car as it is being moved or unloaded and provide immediate warning to the wreck-clearing crew of impending failure or rupture. The contents of this report are the results of a preliminary evaluation of the technology required, details of technical findings, and identification of areas of needed research. |
