The Cache la Poudre River basin in Colorado is in a rapidly growing area. The population of Larimer and Weld Counties increased by about 60 percent between 1970 and 1980. The basin contains a number of flood hazard areas, from narrow canyon flood plains in the mountainous west to wide valley flood plains in the east. Local interests are concerned about the changing nature of the flood hazards in the basin as a consequence of urban growth, particularly since the catastrophis Big Thompson River flood in the summer of 1976.
