TWENTY YEARS AGO, reports indicated that Army Secretary Thomas White and Secretary of Defense Donald Rumsfeld were planning to transfer the Corps' civil works program to a different agency; and the mv. Walter E. Blessey was christened in Houston, Texas. THIRTY YEARS AGO, Serodino Inc. finished construction of a 1,000 hp. twin-screw tow-boat, the Buckeye, for TVA; and Shamblin Stone Inc. applied to the Huntington Engineer District for a permit to build five tri-pile clusters along Wilson Island on the Kanawha River at Dunbar, WVa. FORTY YEARS AGO, the 4,200 hp. Warren W Hines was christened for Hines Inc. at Bowling Green, Ky.; and Missouri Valley Shipyard finished the first phase of a hull assembly building at Leavenworth, Kan.
