THIRTY YEARS AGO, the Louisville Engineer District denied Hughes Group Inc.'s request to build a barge-loading facility on the Ohio River at Mile 587.6; and a proposal to open the West Pearl River to navigation to Bouga-lusa, La., was opposed in two public meetings in the Vicksburg Engineer District. |
