At this writing, news stories are reporting on the flooding in the Upper Mississippi River, which has reached Top 10 or even Top 5 levels in some areas. By the time this issue appears on May 8, river levels should be still high but receding. The high water is expected to dissipate south of St. Louis because of low Missouri River and Illinois River levels. This time around, river communities have learned how better to mitigate the effects of the flooding. Davenport, Iowa, got national coverage in 2019 when its downtown flooded after Hesco barriers broke. It's true that floodwaters aren't quite at 2019 levels, but Davenport residents have also been quoted praising the mitigation efforts put into place since then. Flood walls are in place in many river communities, in some places helped by infrastructure funding. Downtown Davenport businesses are a lot calmer this time around. Iowa's governor declared an emergency for counties along the Mississippi River, volunteers packed sandbags, and cities have improved their floodwalls. |
