摘要: Safety problems due to power outages at signalized intersections have not been fully Investigated or understood. The results of a literature review showed only a few outdated studies that addressed the issue of dark signalized intersections. Over 26,000 accident reports for all signalized intersections maintained by the Ohio Department of Transportation (ODOT) during the years 1994-97 were examined, and It was found that 17 accidents associated with dark signals occurred. Signal maintenance reports were reviewed for four ODOT districts to learn about the frequency, duration, and countermeasures used during signal outages. Other state DOTS were surveyed about their experiences with dark signals. A workshop on dark signals was held to gather Input from public and private agencies in Ohio. Based on the results of the study, the following recommendations are made: (1) Some uniformity should be established among the 12 ODOT districts for addressing dark signals. (2) Signal outages at high accident, high volume, high speed, or multi-lane intersections should be given further consideration. (3) If temporary Stop signs are used for traffic control during power outages, utmost care should be taken to retrieve the signs after power is restored. (4) Better driver awareness about what the law requires at dark intersections should be promoted.
