Pat Quinn said he believed a separation of the Great Lakes and Mississippi River watersheds might be the "ultimate solution" to the Asian carp migration problem; and high water closed a number of locks on the Upper Mississippi River. TWENTY YEARS AGO, Barry Palmer was named president and chief executive officer of Waterways Work!; the 8th U.S. Circuit Court of Appeals ruled that lower district courts could not interfere with the Corps of Engineers' management of Missouri River water; and Illinois Marine Towing Inc. launched its largest towboat, the 2,800 hp. Lemont Trader. THIRTY YEARS AGO, the Casino Queen left Pensacola, Fla., on its way to East St. Louis, Ill.; and the 62-foot towboat Point Clear sank in the Lower Mississippi River at Mile 168.5.
