Traffic congestion is a wide-spread problem, which might occur due to different reasons and hence, the solution is not a standard one. Researchers across the world have suggested measures which are mainly based on either volume or speed, speed and delay, volume and capacity, or a combination of these. The combination method is found to be more objective and consistent with the actual road conditions. This paper examines three measures based on two flow characteristics namely, volume and speed and attach the concept of LOS to the same. It is observed that the evaluation based on stream speed used as a proportion of Free Flow Speed as reported in HCM (2010) is more adaptable to the field conditions. Composite Road Capacity Index (CRCI) is proposed, which reflects the effect of both traffic volume and stream speed and the relative variations caused due to composition of the traffic. It is a simple but comprehensive, repeatable, and reliable measure which can be used to examine the flow condition on links of a road network. It also assists in the identification of physical and operational interventions required to ease the flow. |
