摘要: The terrorist events of September 11, 2001 highlighted a need to better understand the impact of manmade and natural disasters on consumers who rely on public transit. Because thousands of individuals evacuated New York and Washington, D.C. on foot after the attacks, numerous questions remain about the effective evacuation of persons with disabilities in a disaster. Many consumers rely on public transit and are prohibited by virtue of disabilities such as mobility impairments, blindness, cognitive deficits, or heart disease from the level of physical exertion or decision making that self evacuation would require. In the first phase of this project, a thorough literature review was conducted on transit and transit security for persons with disabilities. A survey of transit managers in small and large urban areas was also conducted. In this phase of the research, structured interviews were conducted with eighty transit operators to determine their views about transit security, their preparation for natural or manmade disasters and their training to serve consumers with disabilities in an emergency. Operators reported very little training for emergency response in case of a natural or man made disaster but did report a commitment to quality service for consumers with disabilities and a willingness to risk their own safety if needed to help these riders.
