| 摘要： | The purpose of this study is to identify and compare the planning procedures used by rural and small urban transportation systems to safeguard assets and to decrease the impact on services during periods of natural disasters. To accomplish this goal, the researchers will focus on the effects of Hurricane Isabel, which hit the North Carolina coast on September 18, 2003. Six counties, three in North Carolina and three in Virginia that suffered the most significant damage were selected for study. An intensive study was conducted, which isolates those planning procedures that worked best and determined the causes for that procedure success. |
