The 2005 Growth Management legislation directs the Florida Department of Transportation (Department) to develop a method by which the impacts of development on transportation facilities can be mitigated by the cooperative efforts of the public and private sectors. The legislation specifies that the methodology used to calculate proportionate fair-share mitigation must conform to section 163.3180(2), which establishes guidance for Development of Regional Impact fair share mitigation. The legislation further specifies that the Department must develop a model transportation concurrency management ordinance with methodologies for assessing proportionate fair-share mitigation options no later than December 1, 2005. Local governments may use the model ordinance to develop their own ordinance, which must be adopted no later than December 1, 2006. The Center for Urban Transportation Research proposes a scope of services to assist the Department in this effort. |
