摘要: The Colorado Department of Transportation (CDOT), Department of Transportation Development (DTD) conducted a study to evaluate the usefulness of the Quantm system for planning transportation improvements in Colorado. The Quantm system includes proprietary route optimization software that can be used to develop and screen transportation improvement alternatives. For this study, the project team performed the evaluation by applying the system to data from an on-going CDOT Environmental Impact Study (EIS) project in the Denver Metropolitan Area. It is important to note that the sole purpose for this study is to evaluate the usefulness of the Quantm software for CDOT, and not to influence or affect the case study project in any way. The study team investigated the use of Quantm both with data commonly available prior to the commencement of the EIS process and with data that were developed as a result of the EIS process. A cost/benefit analysis was also performed. The results of the study found that Quantm can provide significant benefits to CDOT projects that have at least one of the following characteristics: (1) an opportunity to optimize cut/fill to save construction costs, or (2) an opportunity to develop new alignments that do not strictly follow an existing route. Additional indicators for projects that might benefit from using the Quantm system are included in the results. The study found that when construction cost savings are taken into account, the financial benefits of Quantm have the potential to far outweigh the costs of using the system. The study outlined the major data sets that are needed for a successful Quantm implementation, and concluded that Pre-NEPA data are sufficient to begin using the system on a project.
